दिल्ली सरकार और सीजीटीएमएसई की साझेदारी

राजधानी के छोटे उद्यमियों को बिना कुछ गिरवी रखे अब उद्यम शुरू करने के लिए ऋण मिल जाएगा। सूक्ष्म और लघु उद्यमों (एमएसएमई) को मजबूत करने के लिए बुधवार को दिल्ली सरकार और क्रेडिट गारंटी फंड ट्रस्ट फॉर माइक्रो एंड स्मॉल एंटरप्राइजेज (सीजीटीएमएसई) के बीच सहयोग को मंजूरी दी गई है।

इस साझेदारी से छोटे उद्यमियों को कुछ भी गिरवी रखे बिना ऋण लेने में मदद मिलेगी और बैंकों को भी ऋण देने में जोखिम नहीं रहेगा। मुख्यमंत्री रेखा गुप्ता ने बताया कि इस साझेदारी से दिल्ली का आर्थिक विकास तेज होगा। इससे हजारों उद्यमियों को कर्ज लेने में मदद मिलेगी। इस योजना में विभिन्न श्रेणियों के ऋण लेने वालों को अधिकतम 95 फीसदी तक गारंटी कवरेज मिलेगी। लघु उद्यमों को 10 करोड़ रुपये तक के ऋण पर 75 फीसदी कवरेज सीजीटीएमएसई और 20 फीसदी की कवरेज दिल्ली सरकार से मिलेगी।

महिला उद्यमियों और अग्निवीरों को 10 करोड़ रुपये तक के ऋण पर 90 फीसदी कवरेज सीजीटीएमएसई और 5 फीसदी गारंटी दिल्ली सरकार से दी जाएगी। अब लघु श्रेणी के अंतर्गत 5 लाख रुपये तक के ऋण पर 85 प्रतिशत कवरेज सीजीटीएमएसई से और 10 फीसदी कवरेज दिल्ली सरकार से मिलेगी। इसके अलावा 5 लाख रुपये से 10 करोड़ रुपये तक के ऋण पर 75 फीसदी कवरेज सीजीटीएमएसई और 20 फीसदी दिल्ली सरकार से दी जाएगी। इस तरह सभी तरह के ऋण के लिए कुल कवरेज 95 फीसदी तक रहेगी।

निर्माण, सेवाएं, खुदरा और शिक्षा क्षेत्र शामिल
मुख्यमंत्री ने बताया कि सीजीटीएमएसई की स्थापना वर्ष 2000 में केंद्र सरकार के सूक्ष्म, लघु और मध्यम उद्यम मंत्रालय और भारतीय लघु उद्योग विकास बैंक (सिडबी) ने की थी। यह संस्था छोटे उद्यमों को बिना कुछ गिरवी रखे कर्ज दिलाने के लिए बैंकों और अन्य वित्तीय संस्थानों को गारंटी देती है। सीजीटीएमएसई देशभर में 276 सदस्य ऋण संस्थानों के साथ काम कर रही है।

इसका कुल गारंटी पोर्टफोलियो 9.34 लाख करोड़ रुपये से अधिक का है। वित्त वर्ष 2025 में इस संस्था ने 27 लाख ऋण खातों की गारंटी जारी की है जिनकी कुल राशि 3.05 लाख करोड़ रुपये रही। इस योजना में निर्माण, सेवाएं, खुदरा और शिक्षा जैसे क्षेत्र शामिल हैं। इस योजना के लिए वित्त वर्ष 2025-26 के बजट में 5 करोड़ रुपये का प्रावधान किया गया है। अब इस योजना के तहत कुल 50 करोड़ रुपये की राशि चरणबद्ध रूप से सीजीटीएमएसई के साथ जोड़े जाने की भी संभावना है।

रोजगार के अवसर बढ़ेंगे
मुख्यमंत्री ने कहा कि इससे एमएसएमई मजबूत होंगे और रोजगार के अवसर बढ़ेंगे। आसानी से ऋण मिलने में मदद मिलेगी, रोजगार और नवाचार बढ़ेगा। नए उद्यम और खासकर महिला उद्यमियों को विशेष रूप से लाभ मिलने की उम्मीद है।
